In your search for property in Goa, you will frequently hear the terms "Sanad" and "Communidade." These are two of the most misunderstood concepts in Goan real estate. A Sanad is essentially a "Land Conversion Certificate." According to the Goa Land Revenue Code, all land is primarily classified as agricultural. You cannot build a permanent concrete structure on agricultural land without first obtaining a Sanad from the Collector's office.
A Sanad confirms that the government has officially changed the use of the land from Agricultural (A) to Non-Agricultural (NA), typically for residential or commercial purposes.
